"View Devices" modal action buttons not reachable with large number of devices

Steps to Reproduce:

1. Navigate to Account → Security Options → Devices

2. Click "View Devices"

3. If you have enough devices to exceed the screen height, observe that the action buttons ("Select all" checkbox and "Log out" button) at the top modal are not visible, and the modal is not scrollable, so these buttons cannot be reached. (See attached screenshot, which is taking up the full height of my monitor)

Expected behavior: The action buttons should be reachable no matter the number of signed in devices.

Actual behavior: The action buttons cannot be reached if a large number of devices are present.

Environment:

• OS: macOS Tahoe 26.2

• Browser: Chrome 144.0.7559.98 (arm64) — also reproduced in Safari 26.2

• Monitor resolution: 1920 × 1080

• Browser zoom: 100%

Reproducibility: 100%

(I think I have such a large number of devices since I don’t save cookies on this browser. Maybe a niche case, but perhaps more common in a techy user-base like t3.)
