Usage meters did not reset upon renewal date

2-3 days prior to my renewal date I saw my usage bars at near capacity. (like 98%)

After renewal date, the bars are the same (shows max usage for the time period) even though I literally stopped using the service for 3 days except for on query.

Are the usage bars in settings supposed to show usage for a one month period? If so, something is broken.
