Usage Bar Stuck at 100%

I noticed last night after the update rolled out that my usage bar was stuck at 100%. I was using T3 earlier in the day.

Then this morning, definitely after the 4 hour reset the bar is still stuck at 100%.

I was assuming it was supposed to reset to 0?
