Unable to upgrade or downgrade from Pro - "Failed to start checkout" popup is displayed

I was interested in potentially upgrading to Premier, but clicking “Upgrade” displays “Failed to start checkout”. Clicking “Downgrade” does the same. I’ve tested on multiple platforms and browsers (indicated below) and all have the same issue.
