Show Model Description even for disabled models

When viewing models, I can hover over them to view a brief description of the model. Some models, however, are disabled because a new thread must be used to use the model. That’s fine, however I’d like to still be able to see the description tooltip.
This doesn’t appear to be finicky behavior, it’s very consistent and obvious (on my machine, at least; running Zen browser on Windows 11).
