Setting to Always Show Message Options

When viewing a chat, the buttons that appear under each message (retry, edit, fork, etc) are hidden and only appear on mouse-over. This can be confusing as there is no indication that this hidden interface is even there unless you, by chance, mouse over this small target area. This is especially painful on touch or VR devices.

This feature-request is to either show these elements by default or allow a user to configure this “Always Show Message Buttons” via a user setting.
