Search not respecting setting

I’m not sure exactly how to reproduce it, but sometimes, even when I have search enabled, the setting doesn’t actually get enabled. It’s possibly when I just changed from another model that doesn’t support search, and the setting shows enabled but isn’t actually enabled.
