Increase PDF Upload Limit & Implement User Quotas

The current PDF file size limit is too restrictive for documents. I suppose it’s currently below 8MB?

Instead of a file size limit, would it be possible to implement a user-based quota system and increase the maximum file size? This would allow users to manage their storage needs while still being able to upload larger, essential documents.
