Okay, I'm not sure about how you'd do the math for this, but I think it's a win-win situation for both users and Theo.
The problem:
The current system really, really encourages me to want to drain my base bar even on meaningless, unproductive stuff whenever my reset time is drawing near. That's obviously bad for everyone, but it's a common thing, you see it all the time with other subscriptions like Claude.
The fix:
I would be far, far, far less incentivised to do that if I knew I was wasting something that could help me later on. So I think it would be smart if about 10% of the base bar's value went back to the overage bar.
Another thing that could really help:
If you went Claude style and stopped the base bar from resetting all the time. The base bar should start when the user inputs, and end after 4 hours, and the timer should start again when the user puts in their next input. This should allow you to greatly increase the amount that's in the base bar as well, and it'll work to your benefit alongside the overage bar idea, since now it directly incentivises users to stop halfway or early on.
On the obvious concern:
Does this theoretically make the windows way wider, allowing abusers to gain even more usage? Yes. However, it really just comes down to the math in the back. If, on average, based on whatever calculations you do, costs go down or stay the same, then everyone's happy, we get higher limits, and we're incentivised not to waste as much.
(One more thing: If you made the burst overage bar vertically bigger, it would visually express just how much more it is that the base bar, ooh and if you made refills look green or smth, it would be a good way to visually reward users)
