Don't allow API-only model use if API key defined

Some of the models (o3-pro) require an API key. If they are selected, but no key is defined, they look like they will work. But it’s only after you submit a query that it fails. The user experience is better if you can’t even enter a message until you define your API key, rather than construct a message that will for sure fail to be sent.
