base usage frozen at 94%, can't submit messages

Any time I go to submit a message a popup appears that says “subscription required”. When I go to the model picker and hover over the different models a popup for “subscription required” appears for all of them, even the base models. My base usage has not refilled to 100% despite not sending chats for an entire day.
