Add a toggle for submit message mode

I really like how there is a setting to make command + enter be the way to submit a message so enter just creates a new line. However, I often find myself digging in settings to switch this multiple times a day. Having a toggle for this in the chat UI so I can quickly change submit modes would be really helpful.
