Add a toggle for submit message mode

I really like how there is a setting to make command + enter be the way to submit a message so enter just creates a new line. However, I often find myself digging in settings to switch this multiple times a day. Having a toggle for this in the chat UI so I can quickly change submit modes would be really helpful.

    Why would you toggle this setting multiple times per day? This is the type of setting you set just once, and rarely change again

      This is why there is not currently a toggle/hotkey for it

      When I’m entering long blocks of text it’s helpful to not have to hold shift for line breaks, but my muscle memory is used to just pressing enter to send a message by default.
